"In Russia today, 463 out of every 100,000 people are infected with HIV. In other countries that boast of their preventative efforts, the prevalence is higher. In the U.S., 600 out of 100,000 people are infected. In Brazil, the infection rate is about 500," Skortsova said in a speech Monday during a conference on HIV/AIDS in Eastern Europe and Central Asia. The Moscow Times could not independently verify these statistics. Neither the World Health Organization nor UNAID included Russian data in their most recent comparative reports on the global HIV/AIDS epidemic.

KAMPALA – Following months of debate, the Ugandan parliament on Tuesday passed a bill criminalizing the intentional transmission of the virus that causes AIDS.

The bill, which calls for a ten-year jail term and fines of up to $1905 for anyone convicted of intentionally transmitting HIV to another person, has raised concerns that the legislation will be used to stigmatize people with HIV.

"Anything that criminalizes HIV... does not help us in our fight against HIV/AIDS," Health Minister Ruhakana Rugunda told Anadolu Agency.

As part of efforts to prevent new infections and curb the further spread of the disease, the federal government has released a new National HIV/AIDS Prevention Plan.

The policy stipulates compulsory HIV test before marriage for both Muslims and Christians in the country. The Director of the Bauchi State Agency for the Control of HIV/AIDS, TB; leprosy and malaria, Dr Yakubu Abubakar, who revealed the existence of the new drive at a National prevention Plan Validation meeting in Abuja, noted that there were variations from state to state in the rate of prevalence, mode of transmission at state level, and the approach to HIV prevention. Abubakar did not provide details of how the new policy would be implemented.

Ketua Satgas NU, DulatifCILEGON, - Satgas Nahdlatul Ulama (NU) Kota Cilegon mendesak Pemkot Cilegon untuk segera menertibkan tempat hiburan malam di Kota Cilegon. Desakan ini muncul setelah Dinas Kesehatan Kota Cilegon bekerja sama dengan Puskesmas Purwakarta dan Satgas NU menemukan satu orang pekerja Dinasty X3 terindikasi virus HIV/AIDS.

"Supaya virus HIV/AIDS tidak menular dan menyebar luas, saya minta Pemkot Cilegon agar segera menertibkan tempat hiburan malam yang ada di Kota Cilegon," kata Ketua Satgas NU, Dulatif kepada Ragam Cilegon, Senin 12 Mei 2014.

Dr. Mean Chhi Vun, direktur Pusat Nasional Kamboja untuk HIV/AIDS, Dermatologi dan IMS, mengatakan kelompok risiko tinggi infeksi HIV/AIDS di antaranya adalah pekerja perempuan penghibur, pengguna narkoba, dan laki-laki berhubungan seks sejenis.

"Diperkirakan bahwa sekitar 35.000 pekerja perempuan yang bekerja di bisnis hiburan - 60 persen dari mereka berada di Phnom Penh City," katanya kepada Xinhua melalui telepon.
